The Report of ISA General Assembly 2025
The ISA General Assembly 2025 was held on Nov. 13, 2025 at Xiamen Taidi Marriott Hotel, Xiamen, China. More than 30 ISA members and some non-members attended the meeting.
Dr. Jianlin Cao, president of ISA, former vice minister of the Ministry of Science and Technology of China, Madam Ling Wu, member of ISA Council of Management (COM), president of China Advanced Semiconductor Industry Innovation Alliance (CASA), Prof. Warren Julian, emeritus professor of University of Sydney, Australia, member of ISA COM, Dr. Yoshi Ohno, chairman of ISA TCS, member of ISA Executive Member Meeting (EMM), past president of CIE, former NIST Fellow of National Institute of Standards and Technology, USA, Dr. Norman Bardsley, ISA Chief Analyst, CEO of Bardsley Consulting, USA and Mr. Santosh Agnihotri, President of the Technical Committee of the Electric Light and Component Manufacturers Association of India (ELCOMA) India, member of ISA COM, attended the meeting
The meeting was chaired by Prof. Warren Julian.

Dr. Jianlin CAO, president of ISA, delivered the welcome address.

He pointed out that over the past year, the international economic landscape had been characterized by intensified geopolitical conflicts and rising trade protectionism. The SSL industry was also facing severe challenges in this new environment: slowing growth due to industry maturity, exceptionally fierce market competition, severe “involution” among enterprises, and prominent product homogenization. At the same time, technological iteration was accelerating, green and low-carbon solutions had become mainstream trends, and emerging applications such as smart lighting and healthy lighting are continuously expanding market opportunities. As we all know, after 20 years development, China had established a complete SSL industrial chain, continuously enhanced its core technological innovation capabilities, and consistently made its due contributions to the application and popularization of global SSL.
He said, ISA was an international organization dedicated to serving global SSL R&D, and industry. He hoped everyone could take this annual meeting as an opportunity to provide suggestions and advice for ISA’s development, and present your needs to think about how we could maintain the momentum of SSL development and contribute to the sustainable development of global SSL.
1. Section one: ISA Working Reports
(1) ISA TCS Working Report 2025
Dr. Yoshi Ohno, made a working report of TCS, including two TCS meetings (TCS26, TCS27), the cooperation with other international standardization organizations (ISO, CIE, etc.), as well as the work progress of the working groups, the update of the TCS work policy, the subcommittee review on the drafts, editing of the TCS work manual, the TCS29 meeting was planned to be held in May 2026.

(2) ISA Working Report 2025
The Co-Secretary General of ISA reported the General Assembly 2025 on the work implemented by the Secretariat which including:
- The work of the ISA LiFi Committee.
- Organized the 12th Meeting of BRICS SSL Collaboration Working Group
- Organized the three ISA Global SSL Awards i.e. “Global SSL Award of Outstanding Achievements (AOA) (2025)”, “Global SSL Award for Outstanding Industry Development” (AOID) (2025) and the “Global SSL Award of Innovations Top100” (Innovations TOP100) (2025)
- The Plan of 2026
2. Section two: Meeting Reports:The SSL Development in the Era of Intelligence
(1) Dr. Norman Bardsley, ISA Chief Analyst, CEO of Bardsley Consulting made a presentation on “Global SSL Industry Development Status”.

(2) Ms. Jie Xu, on behalf of Dr. Jun Ruan, Secretary General of China SSL Alliance (CSA), China made a presentation on “Transformation and Reflections on China's SSL Industry”.

(3) A PPT on “Multi-color EPLED Chip and Its Applications in Human-centric Full-spectrum Lighting” was presented by Narvellux Technology (ShenZhen) Co., Ltd.

(4) Mr. Yiqing Yang, on behalf of Mr. Kai Chen, president of HPWINNER Optoelectronics Co., Ltd. made a presentation on “The Development of Smart lighting Pole and Its Tendency in China”.

3. Section three: ISA Awards Ceremony & Membership Certificate Ceremony for New ISA Members
(1) Announcement of the winners of the “Global SSL Award of Outstanding Achievements” (AOA) 2025
Prof. Warren Julian announced the winners of AOA 2025: Dr. Yoshi Ohno, chairman of ISA TCS, member of ISA EMM, past president of CIE, former NIST Fellow of National Institute of Standards and Technology, USA, and Prof. Jinmin LI, chairman of ISA UV LED Committee, member of ISA EMM, former Director of Institute of Semiconductors, CAS.

(2) Award ceremony of the “Global SSL Award of Industry Development Outstanding Contribution” (AOID) 2025
The Co-Secretary General of ISA moderated this session and revealed the winners.
In 2025, a total of five SSL industry leaders were awarded. They were:
- David G.W. Xiao, Chairman, Executive Director and Chief Strategy Officer of APT Electronics Co., Ltd.
- Xiaoping Zhou, chairwoman of Changzhou Xingyu Automotive Lighting Systems Co., Ltd.
- Dr. Qun Yan, Foreign Academician of the Russian Academy of Engineering, Distinguished Professor of Fuzhou University
- Dr. Yandan Lin, prof. of Fudan University, and
- Dr. Yuri Trofimov, researcher of Center LED and Optoelectronic Technologies of National Academy sciences of Belarus
Professor Warren Julian, Dr. Yoshi Ohno, Dr. Norman Bardsley, and Mr. Santosh Agnihotri, as the awarding guests, presented the awards to the winners.

(3) Award ceremony of the “Global SSL Award of Innovations Top100” (Innovations TOP100) 2025
The Co-Secretary General of ISA moderated this session and revealed the winners.
Professor Warren Julian, Dr. Yoshi Ohno, Dr. Norman Bardsley, and Mr. Santosh Agnihotri, as the awarding guests, presented the awards to the winners.

(4) 2025 ISA Membership Certificate Ceremony for New ISA Members
Mr. Santosh Agnihotri moderated this session and revealed the new member 2025.
By the approval of the council, Narvellux Technology (ShenZhen) Co., Ltd. was the new member of ISA 2025.
Professor Warren Julian, on behalf of the ISA EMM, presented certificate to the new member of ISA.
