
The BRICS Smart Lighting Industry Summit and the12th Meeting of BRICS SSL Collaboration Working Group (BRICSSSL-WG) was held on line from 28-29 Oct.2025. The meeting was organized by the Secretariat of BRICS SSL-WG (the Secretariat of ISA), co-organized by the Alliance of Smart Pole Industry. The meeting theme was Smart Street Lighting 2025: Innovative technologies bring new momentum to BRICS infrastructure development.
10 delegates from R&D institutes and SSL industries of BRICS countries (Brazil, Russia, India, China, South Africa and Iran) participated in the meeting.
The participants also included more than 10 representatives from research institutions, universities, and industry from Belarus, Vietnam, Malaysia, Thailand, and the United States.
The representatives from following organizations participated in this meeting. i.e. Signify, Opple Lighting Co., Ltd.,China, Hangzhou Hpwinner Opto Corporation, China, Narvellux Technology (Shenzhen) Co., Ltd., China and Hengzhan Zhicheng(Zhejiang)Technology Co.ltd. China. etc. Nearly 50 people attended the meeting.
Totally more than 100 people attended the meeting.

The representative from the Department of International Cooperation, Ministry of Science and Technology of China (MOST) delivered the welcome remarks.
Dr. Jianlin CAO, The President of ISA and former vice minister of MOST delivered his welcome remarks at opening session of the meeting.
The meeting lasted for 2 days.

Dr. Caique Serati de Brito, the Representative from the Technical Information Center (CTI) of the Ministry of Science, Technology and Innovation of Brazil (MCTI) chaired the opening session. (Brazila is the host country for BRICS Summit in the year 2025).

1. Ms. Wenyan Zhong, Director of International Organizations and Multilateral Cooperation Division, International Cooperation Department, Ministry of Science and Technology of China (MOST) delivered welcome remarks.

She pointed out that the SSL Cooperation Working Group established under the framework of the BRICS countries’ scientific and technological innovation cooperation had made positive contributions to promoting the development of SSL in the BRICS countries. This was mainly reflected in sharing the scientific and technological innovation policies of each country in the field of SSL; conducting technological research and development and innovation; promoting the research and application of standards and testing methods; industrial connection and demonstration exchanges, etc. These efforts had never ceased over the past twelve years, and this was inseparable from the support of the science and technology departments, research institutions, and industry organizations of each country.
She said as representatives of emerging economies, the BRICS countries account for 42% of the global population, 24% of the GDP, and a significant proportion of the total land area. They were currently in a critical stage of rapid urbanization. According to data from the United Nations, by 2050, the urban population of the BRICS countries would increase by nearly 900 million. This unprecedented urbanization process not only brought huge challenges to infrastructure construction but also created vast space for the development of smart cities. Smart street lighting, as an important part of the new urban infrastructure, their large-scale deployment and intelligent upgrade could not only effectively improve urban management efficiency and improve the quality of life of residents, but also gave rise to new business models and service forms, injecting new impetus into economic development.
She pointed out that the theme of this meeting highlighted the deep integration of the digital economy and the real economy. As we all know, smart street lighting, as the core carrier of urban public lighting, were an important breakthrough in the digitalization, networking, and intelligence transformation of cities. It connected sensor technology, communication technology, cloud computing, artificial intelligence and other cutting-edge technologies with our daily lives, allowing us to truly feel the benefits of these technological innovations for our lives, and inspiring us to continuously explore along this path of integration and innovation.
Finally, she hoped everyone engaging in in-depth discussions on the theme at this meeting, sharing the experiences of your respective countries, and contributing to the development of smart street lighting in the BRICS countries as well as the innovative applications of SSL in the BRICS nations.
2. Dr. Jianlin CAO, the President of ISA and the former Vice Minister of MOST, delivered his welcome remarks.

Dr. Cao on behalf of ISA welcomed the participants.
Dr. Cao pointed out that the theme of this year’s meeting was very meaningful. By connecting smart street lighting with the infrastructure of the BRICS countries, and using innovative technologies and products to inject new impetus into infrastructure construction, it had raised the position of the lighting industry, elevated the significance of lighting functions, and also opened up a broader market for the development of the lighting industry.
He mentioned that the world today was undergoing a major transformation unseen in a century. A new round of technological revolution and industrial transformation was advancing in depth, and the digital economy was deeply integrating with the real economy. Against this backdrop, smart cities, as the advanced form of urban development, were becoming strategic highlands that countries around the world were competing to establish. And smart street lighting, as the core carrier of urban public lighting, were even more an important breakthrough for the digitalization, networking, and intelligence transformation of cities. They had far surpassed the single function of traditional lighting and evolved into a comprehensive urban perception hub integrating intelligent lighting, video surveillance, environmental monitoring, 5G micro base stations, information release, emergency calls, and other functions. They were quietly changing our urban life and governance models.
He said for the BRICS countries and new emerging economies that were undergoing networked and digital cities but are also facing constraints in terms of funds and resources, exploring the concept of “simple smart street lighting” might be a more practical and sensible choice to achieve a leapfrog development in infrastructure and avoid getting stuck in the “smart” rut.
Finally, He hoped that everyone could find the way to develop the smart street lighting that suits their own national conditions.
Dr. Caique Serati de Brito, the Representative from the Technical Information Center (CTI) of the Ministry of Science, Technology and Innovation of Brazil (MCTI) as the Chairman of the meeting chaired the following two days’ sessions.

1. Mr. Georges Blum, Executive President of Brazilian Association of the Lighting Products Importers (Abilumi), Brazil delivered a keynote speech on “Benefits of the Smart Street Lighting Projects”.

2. Dr. Haitao Liu, Director of Signify China Research delivered a keynote speech on “AIoT for commercial lighting”.

3. Mr. Bao Zhenkai, Overseas Solution Director of Opple Lighting Co., Ltd.,China made a presentation on “OPPLE Smart Street Lighting Solution”.

4. Dr. Caique Serati de Brito, the Representative from the Technical Information Center (CTI) of the Ministry of Science, Technology and Innovation of Brazil (MCTI) made a presentation on “Smart Street Lighting in Brazil: Current Status, Challenges, and Perspectives”.

5. Dr. Gaofeng Wang, Vice President of Hengzhan Zhicheng(Zhejiang)Technology Co.ltd. China made a presentation on “Computing Power Application Scenarios in Smart Light Poles”.

6. Mr. Shoffee, General Manager of the International Business Center of Hangzhou Hpwinner Opto Corporation, China on behalf of CEO Mr. Victor Chen made a presentation on “Trifusion Fully Integrated IoT Urban Lighting Safety Framework”.

7. Dr. Chris.Yan, CEO of Narvellux Technology (Shenzhen) Co., Ltd., China made a presentation on “Multi-color EPLED chip and its applications in human-centric full-spectrum lighting”.

8. Dr. Daniil Sergeevich Shiriaev from ITMO University, Russia made a presentation on “Wireless data transmission network through LED lighting”.

9. Mr. Santosh Agnihotri, President of the Technical Committee of the Electric Light and Component Manufacturers Association of India (ELCOMA),India; Head (Quality & Technical), Orient Electric Limited- a CK Birla Group Company, India made a presentation on “Smart Lighting in INDIA”.

10. Mr. Shyam Sujan, Founder of Right Light India and Lumen Optiks India Private Limited, India made a presentation on “Smart and Intelligent Street Lighting Program in India”.

11. Mr. Yuchen Li, Group Vice President/Solution Expert of Unilumin Tech. LTd. Co. China made a presentation on “Smart cities enabled by sensor fusion and intelligent collaboration with Smart Pole”.

12. Mr. Jeremiah Mathobela, Departmental manager of Electro-technical, SABS, South Africa made a presentation on “The development status of SSL industry in South Africa”.

13. Dr. Ramin Khoei, Product Expert of Tuya Smart, China Director of Optical Engineering Department at RayFan Group, Iran; Professor, Researcher & lecturer at Islamic Open University made a presentation on “Solid state lightning in Iran: opportunities and challenges”.

14. Dr. Farshad Hakemzadeh, CEO of Anzali Tarasheh Co. Iran made a presentation on “Perspective Collaboration of Iran with BRICS”.

15. Mr. Nguyen Anh Duc, on behalf of Mr. Nguyen Doan Ket,Permanent Vice President of Vietnam Lighting Association (VLA) , Deputy General Director of Rang Dong Light Source & Vacuum Flask Jsc. Vietnam made a presentation on “Rangdong’s Street Lighting and Smart Green Urban Management Solutions in Vietnam”.

16. Dr. Yuri Trofimov, Director of Center of LED and Optoelectronic Technologies of National Academy of Sciences of Belarus, Belarus made a presentation on “The development and problems of smart street lighting in the Belarus”.

4. The Closing session
Dr. Caique Serati de Brito, the chair of the meeting, stated that the presentations delivered by each speaker today were all excellent, and the topics discussed at the meeting were very interesting. People could combine light with different technologies, connect various sensors, and thereby obtained data from many different aspects, including environmental data and information on people's activities in our cities. Nowadays, people could use solar panels to power these technologies, which was a great thing. And artificial intelligence was ubiquitous in people's daily lives. He thanked the Secretariat of BRICS SSL WG for their careful preparation and organization, and thanked everyone for their active participation in this meeting.

The head of the Secretariat of BRICS SSL WG expressed gratitude to the meeting chair, each speaker, and all participants. He hoped that BRICS countries could strengthen exchanges after the meeting and encouraged that more participants from BRICS countries would join this "big family." He expressed that the secretariat would do its utmost to provide quality service.
The Chair announced that 12th Meeting of BRICS SSL Collaboration Working Group was held from 28-29 Oct. 2025 and formally closed at 21:30, 29 Oct. 2025 Beijing time.
The Secretariat announced that the PPTs presented at the meeting would be distributed to the members of BRICS SSL WG and ISA after the meeting.
